On 31 August, RD 665/2023 was published, which, among other things, modifies the regulation of the public water regime and article 5 of RD 9/2005 on contaminated soils. The RD establishes homogeneous procedures and standards for the study of environmental characterisation and diagnosis, generic reference values (VGNR and VGI), decontamination and restoration requirements and objective and quantifiable damage assessment.
In case of evidence or indications of groundwater contamination, the competent water administration must be notified within a period not exceeding 1 month.
Annex X: "Protection of groundwater against point source pollution" of the Royal Decree contains generic reference values for groundwater quality.
